It is common to name children after presidents, but there is no tradition of naming them after kids who occupy the White House. There was no spike in the popularity of Caroline during the Kennedy administration. In fact, its ranking went steadily down, as did Chelsea during the Clinton years, going from No. 15 in 1992, when she moved in, to No. 94 when she moved out. Amy was in the Top 10 from 1969 through 1981, but it went down in ranking each year of the Carter administration, which ended in 1980.
